A failure of legislative oversight?

This project was agreed by the City and the Hawaii Kjudo Foundation before any input from the neighborhood was solicited.

Neighbors only heard about the project when the decision to build it was covered by local media.

The Kaimuki Neighborhood Board was asked to endorse it before there was any essential information available (ie, long before any environmental impact statement, or even an environmental assessment).

All public hearings on the project have occurred after the decision to build was made, and have served merely as PR projects.
